On a trip back from Tegus with the Caballero clan, we noticed these modern and well-appointed low-rise apartment dwellings about twenty miles outside of the bustling capital. Apparently, they were meant to house some of the refugees from Hurricane Mitch in 1998 (which killed 8,000 Hondurans and destroyed a third of the nation's homes). The project was funded with foreign aid money. The question is-how long have these buildings been vacant, and why, in a desperately poor country with slums galore, are they not being utilized now? I am sure there would be no difficulty generating a waitlist and getting folks housed in quick order were someone to approve this at a higher level.
Just another example of foreign aid money being utilized in a dubious fashion. Were there no conditions put in place to guarantee that these costly structures would have a useful purpose beyond their original, emergency intent?
